企画概要 / Plan outline
【要旨】
「オランダ別段風説書」とは、１９世紀半ば、アヘン戦争を契機としてオランダ船が日本にもたらした詳細な世界情報のことです。
通常の「オランダ風説書」と区別して、このように呼びます。
当時江戸幕府は「鎖国」政策をとっていましたが、この「オランダ別段風説書」を通じて、
地球規模で発生している戦争や動乱・各国海軍の動向・疫病の流行・地震や火山の噴火・鉄道敷設・万国博覧会の開催・産業技術開発や発明・鉱山の発見など、
世界が直面している諸問題や、世界各国の多様なニュースを知ることができました。
当時の政治の主導者たちは、それらの情報をもとに対外政策を考え、
さらにその内容は当初は極秘とされながらも、徐々に民間にも広がり、幕政批判や世界認識に影響を与え、日本の開国や近代化への道を切開くきっかけにもなりました。
このシンポジウムでは「オランダ別段風説書」をさまざまな角度から検証し、
地球規模でのグローバリズムが実現し、SDGｓに関連する諸問題がほぼ出揃った１９世紀の世界と日本を、歴史的に見直していきます。

[Summary]
The "Oranda Betsudan-Fusetsugaki" refers to documents containing detailed information about the world brought to Japan by Dutch ships in the mid-19th century, in the wake of the Opium War.
They are named thus to distinguish them from the usual news reports brought in on Dutch ships.
At that time, the Edo Shogunate had adopted an "isolation" policy for Japan.
Through these "Oranda Betsudan-Fusetsugaki," the Edo Shogunate was able to learn about various international issues and diverse news from countries around the world: including reports of wars and civil unrest occurring globally, naval trends, epidemics, earthquakes, volcanic eruptions, railway construction, the holding of expositions, the discovery of mines, the latest inventions, and the development of industrial technology.
Political leaders at that time based foreign policy on such information, and while the policy was initially kept secret, knowledge of its content and nature gradually spread to the private sector.
This influenced both criticism towards, and the world's perception of, the Shogunate government, and paved the way towards the opening of Japan to the world and the path to modernization.
At this symposium we will examine the Oranda Betsudan-Fusetsugaki from a variety of angles, historically reviewing the 19th-century world and Japan, and examining that period as a time when globalization really began to flourish and almost all the issues related to SDGs began to emerge.
